font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">In a series of notifications released on <u>September 21, 2021, the Department of Telecommunications (DoT)<\/u> informed all telecom service providers of sweeping changes to the onboarding process for new mobile connections.\u00a0<\/span><\/p>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">Broadly, the notifications envisaged the following changes &#8211;\u00a0<\/span><\/p>\n<ol>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"color: #333333;\"><strong><a style=\"color: #333333;\" href=\"https:\/\/signdesk.com\/digital-kyc\">Aadhaar-based eKYC<\/a><\/strong><span style=\"font-weight: 400;\"> can now be used to issue new mobile connections to individuals, outstation customers, and bulk connections.\u00a0<\/span><\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">Self-KYC is permitted to verify individual and outstation customers.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">An OTP-based confirmation process can be used for converting prepaid mobile connections to postpaid.\u00a0<\/span><\/li>\n<\/ol>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">These changes successfully digitize large parts of the onboarding and verification process for issuing mobile connections and could make this process simpler and more expedient for customers.\u00a0<\/span><\/p>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">Let\u2019s take a detailed look at the changes envisaged by DoT and what they mean for customers and service providers.<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-5467 aligncenter\" src=\"https:\/\/melento.ai\/en-in\/blog\/wp-content\/uploads\/2021\/10\/DoT-Premits-01-1.jpeg\" alt=\"eKYC-For-New-Mobile-Connections\" width=\"1000\" height=\"454\" \/><\/p>\n<h2><span style=\"color: #008000;\"><strong>Aadhaar eKYC for new mobile connections<\/strong><\/span><\/h2>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"color: #333333;\"><span style=\"font-weight: 400;\">DoT\u2019s <\/span><strong><a style=\"color: #333333;\" href=\"https:\/\/dot.gov.in\/sites\/default\/files\/eKYC%2021-09-2021.pdf?download=1\">notification<\/a><\/strong><span style=\"font-weight: 400;\"> concerning eKYC states that telecom service providers can use the Aadhaar-based eKYC procedure to validate customers\u2019 KYC information digitally.\u00a0<\/span><\/span><\/p>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">This introduction of <strong><a style=\"color: #333333;\" href=\"https:\/\/signdesk.com\/digital-kyc\">eKYC<\/a><\/strong> is possible due to an amendment to the Indian Telegraph Act (1885) that allowed for the re-introduction of Aadhaar eKYC for new mobile connections.\u00a0<\/span><\/p>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">According to the notification, the central government can charge telecom service providers a verification fee of Rs. 1 for every <strong>eKYC verification<\/strong> performed; additionally, the security aspects of implementing eKYC will be the responsibility of the respective Telecom Service Providers (TSPs).\u00a0<\/span><\/p>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">The notification additionally outlines the process to be followed for eKYC-based issuance of new mobile connections and states that eKYC conducted through a Point of Sale (PoS) can be used for individuals, outstation customers, and to provide bulk connections.\u00a0<\/span><\/p>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">Next, let\u2019s examine the <strong><a style=\"color: #333333;\" href=\"https:\/\/melento.ai\/en-in\/blog\/ekyc-explained-all-you-need-to-know-about-ekyc\">eKYC process<\/a><\/strong> envisaged by DoT.<\/span><\/p>\n<h2><span style=\"color: #008000;\"><strong>PoS-assisted eKYC process for new connections<\/strong><\/span><\/h2>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"color: #333333;\"><span style=\"font-weight: 400;\">The procedure outlined by DoT for issuing new connections following <\/span><strong><a style=\"color: #333333;\" href=\"https:\/\/signdesk.com\/digital-kyc\">eKYC-based authentication<\/a><\/strong><span style=\"font-weight: 400;\"> through an authorized Point of Sale (PoS), is as follows.\u00a0<\/span><\/span><\/p>\n<ul>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">The customer visits the PoS of the TSP, or the agent visits the customer.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans'; color: #333333;\">The customer authorizes UIDAI to release their demographic information and photograph to the TSP. The authorization must be done online either via Aadhaar OTP or through biometric authentication. <a style=\"color: #333333;\" href=\"https:\/\/uidai.gov.in\/\">UIDAI<\/a> provides this information to the TSP in a <a style=\"color: #333333;\" href=\"https:\/\/melento.ai\/en-in\/esign-workflow\">digitally signed<\/a> &amp; encrypted format.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">The customer must declare and consent to the following before authorizing UIDAI to release their information &#8211;\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"color: #333333;\"><em><span style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\">I am voluntarily using Aadhaar based e-KYC process for acquiring the SlM.\u00a0<\/span><\/em><\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"color: #333333;\"><em><span style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\">I hereby give my consent to use my Aadhaar number\/ Virtual-lD and biometrics for sharing the <a style=\"color: #333333;\" href=\"https:\/\/melento.ai\/en-in\/blog\/ekyc-explained-all-you-need-to-know-about-ekyc\">eKYC details<\/a> (demographic data and photograph) to the <\/span><b>TSP<\/b><span style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\"> for issuing of mobile connection to me<\/span><\/em><\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"color: #333333;\"><em><span style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\">I have been informed by the PoS regarding the two existing alternate processes of acquiring SIM viz. Paper-based process and D-KYC process.<\/span><\/em><\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"color: #333333;\"><em><span style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\">\u00a0My biometric authentication can be treated as my signature.<\/span><\/em><\/span><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">The information released by <a style=\"color: #333333;\" href=\"https:\/\/uidai.gov.in\/\">UIDAI<\/a> must be automatically filled in the Customer Application Form (CAF), with just the customer\u2019s name being visible to the sales agent and no customer data being stored on the agent\u2019s device.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">A live photograph of the customer is captured by the agent with the date and time stamps.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">In case of outstation customers &#8211;\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"2\"><span style=\"font-weight: 400; color: #333333;\">The local residential address of the customer is provided<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"2\"><span style=\"font-weight: 400; color: #333333;\">The name, address, and mobile number of a local reference must be provided<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"2\"><span style=\"font-weight: 400; color: #333333;\">The reference is validated via an OTP sent to their number 0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">In case of bulk connections &#8211;\u00a0<\/span>\n<ul>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"2\"><span style=\"font-weight: 400; color: #333333;\">An Authorised Signatory is authenticated via eKYC<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"2\"><span style=\"font-weight: 400; color: #333333;\">A document\u00a0 that establishes the identity and address of the entity is captured\u00a0<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"2\"><span style=\"font-weight: 400; color: #333333;\">Authorization letter for the signatory and a list of all end users are both provided to the agent\u00a0<\/span><\/li>\n<\/ul>\n<\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">Before activating the connection, the customer\u2019s application is checked for errors &amp; matched with information received from UIDAI, either by a representative or by the Licensee\u2019s system.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">The date and time of SIM activation will be captured in the database records and the customer\u2019s application.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">The PoS agent\u2019s identifying information retrieved from UIDAI will be used to activate new mobile connections and must be maintained by the Licensee.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">Only one mobile connection per day can be issued to a customer using eKYC<\/span><\/li>\n<\/ul>\n<h2><span style=\"font-weight: 400; color: #008000;\"><strong><a style=\"color: #008000;\" href=\"https:\/\/melento.ai\/en-in\/blog\/ekyc-explained-all-you-need-to-know-about-ekyc\">eKYC workflow<\/a> for new connections &#8211; How it works in practice<\/strong>\u00a0<\/span><\/h2>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"color: #333333;\"><span style=\"font-weight: 400;\">While the steps for the <\/span><strong><a style=\"color: #333333;\" href=\"https:\/\/signdesk.com\/digital-kyc\">eKYC<\/a><\/strong><span style=\"font-weight: 400;\"><strong> process<\/strong> envisaged by DoT appear to be numerous and slightly complicated, KYC verification systems automate the KYC workflow to ensure complete compliance with the DoT\u2019s regulations.\u00a0<\/span><\/span><\/p>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">Here\u2019s how onboarding a customer via <a style=\"color: #333333;\" href=\"https:\/\/melento.ai\/en-in\/blog\/aadhaar-based-ekyc\">eKYC<\/a> will work when using a <a style=\"color: #333333;\" href=\"https:\/\/signdesk.com\/digital-kyc\"><strong>digital KYC workflow<\/strong><\/a>.\u00a0<\/span><\/p>\n<p><img loading=\"lazy\" decoding=\"async\" class=\"size-full wp-image-5468 aligncenter\" src=\"https:\/\/melento.ai\/en-in\/blog\/wp-content\/uploads\/2021\/10\/DoT-Premits-02.jpeg\" alt=\"eKYC-workflow-for-individual-mobile-connections\" width=\"1001\" height=\"455\" \/><\/p>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">Next, let\u2019s look at the Self-KYC process for obtaining mobile connections.\u00a0<\/span><\/p>\n<h2><span style=\"color: #008000;\"><strong>Self-KYC for local and outstation connections<\/strong><\/span><\/h2>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"color: #333333;\"><span style=\"font-weight: 400;\">The DoT has approved an aptly named <\/span><strong><a style=\"color: #333333;\" href=\"https:\/\/dot.gov.in\/sites\/default\/files\/Self%20KYC%20process_0.pdf?download=1\">Self KYC<\/a><\/strong><span style=\"font-weight: 400;\"><strong> (S-KYC)<\/strong> process for issuing individual customers at local and outstation levels.\u00a0<\/span><\/span><\/p>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">The Self KYC process will involve the customer using an app or a portal to apply for new mobile connections remotely and delivery of SIM cards directly to the customer. The documents to be verified in Self KYC will be retrieved from <strong><a style=\"color: #333333;\" href=\"https:\/\/uidai.gov.in\/\">UIDAI<\/a> or DigiLocker<\/strong> following validation from the customer.\u00a0<\/span><\/p>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">Again, the security aspects of S-KYC will be the responsibility of the respective TSPs.\u00a0<\/span><\/p>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">What steps will the Self KYC process involve?\u00a0<\/span><\/p>\n<h3><span style=\"color: #008000;\"><strong>Self-KYC process for Individual mobile connections\u00a0<\/strong><\/span><\/h3>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">The steps in the procedure envisaged by DoT for the Self-KYC process are as follows.\u00a0<\/span><\/p>\n<ul>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans'; color: #333333;\">The customer must use an alternate mobile number to register on the app or portal provided. This number will be validated via OTP.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans'; color: #333333;\">Only information and documents obtained from UIDAI or via DigiLocker will be used for customer verification.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans'; color: #333333;\">In case the customer opts for Aadhaar-based verification, they must consent to the following &#8211;\u00a0\u00a0<\/span>\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"list-style-type: none;\">\n<ul>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"color: #333333;\"><i><span style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\">I am voluntarily using Aadhaar based authentication for acquiring the SlM.\u00a0<\/span><\/i><\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><em><span style=\"color: #333333;\"><span style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\">I hereby give my consent to use my Aadhaar number\/ Virtual-lD verified by OTP received on my Aadhaar linked number by UIDAI for sharing the KYC details (demographic data and photograph) from my Aadhaar to the <\/span><b>TSP <\/b><span style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\">for issuing of mobile connection to me.\u00a0<\/span><\/span><\/em><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<ul>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">All the fields in the customer application form are filled automatically using the information obtained via UIDAI or DigiLocker, or directly by the customer on the app or portal.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">The customer captures a photo and video in which they\u2019re clearly visible.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">For outstation customers, the mobile number of a local reference provided by the customer will be validated via OTP.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">Before SIM delivery, an authorized representative or the Licensee\u2019s system will make sure that there are no errors in the information provided by the customer, the customer\u2019s picture matches with the photo received from UIDAI or DigiLocker, and that the customer\u2019s location is within the boundaries of the country.\u00a0<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">The SIM delivery will be authenticated via an OTP sent to the customer\u2019s alternate number and the location where the delivery takes place will be captured.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">SIM activation will take place after due verification either by an authorized representative or the Licensee\u2019s system at the backend.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">The SIM will be activated only after the customer\u2019s application form has been digitally signed by an authorized representative of the Licensee. In case the verification was automated, the digital signature will not be applicable.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">The date and time of SIM activation will be recorded in the database records and the customer\u2019s application.<\/span><\/li>\n<li style=\"font-weight: 400; text-align: justify; font-size: 17px; font-family: 'open sans';\" aria-level=\"1\"><span style=\"font-weight: 400; color: #333333;\">TSPs are encouraged to use AI techniques to improve S-KYC and protect against its misuse.\u00a0\u00a0<\/span><\/li>\n<\/ul>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">Therefore, the S-KYC process enables customers to apply for and receive new mobile connections from the comfort of their homes; while also ensuring high security and a paper-free process.\u00a0<\/span><\/p>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">Let\u2019s look at how S-KYC will work in practice.<\/span><\/p>\n<h3><span style=\"color: #008000;\"><strong>Self-KYC workflow for new mobile connections\u00a0<\/strong><\/span><\/h3>\n<p style=\"text-align: justify; font-size: 17px; font-family: 'open sans';\"><span style=\"font-weight: 400; color: #333333;\">The Self-KYC process is quite similar to the non-assisted <strong><a style=\"color: #333333;\" href=\"https:\/\/melento.ai\/en-in\/blog\/kyc-verification\">KYC verification<\/a><\/strong> model in use by several banks to onboard new customers.
